An Agent Skill for Claude Code that audits your always-loaded behavioral rules (~/.claude/rules/) and gives each rule file a verdict, such as Keep, Improve, Demote to skill or Dissolve. It is the sibling of skill-stocktake with the cost model inverted: a skill's cost is trigger pollution (it can fire when it is not needed and make choosing the right skill harder), while a rule's cost is residency, because every line of a rule file without paths: frontmatter loads into every session whether or not it changes behavior.
