On an API key, every token is billed, including the ones a failed run burns. Either way, Otto is the operations layer that makes sure the tokens land. He keeps a registry of what should run, proves what did, counts what it cost, and paces spend against the limits that actually gate you. He also audits the context tax of everything you have installed and measures every change, so next week's work costs less than this week's.
